We seek the highest priority for mandating our Charter, jointly
and without delay, fostering the recognition of a quadrilateral
citizenship for our people between the governments of China,
Laos, Thailand, and Vietnam.

to your Newspapers, Magazines, Radio, Television, and Government
Agencies. We need you to further publicize and support our plight
during the 1997 White Year in China. Help us to obtain our
